Chief of Police: Gordon Brown.
Gordon Brown has been on the force for over 30 years, starting as a patrolman in the late 70’s. He’s seen it all and has worked his way up the ladder through honesty and good work. Though there have been periods in the ACPD where corruption was more common, Gordon Brown refused to fall in and has cleaned up the entire PD since his appointment to Chief of Police back in 2001. His biggest concern now are organized crime powers like Meta-Gang: an organization built around meta-humans and super powered villains willing to use their abilities to make life for the citizens of Axis a nightmare.
Of all representatives of the law in Axis City Chief Brown is the most likely to support the characters efforts so long as they keep the PD in the loop and do not attempt to mete out anything resembling “vigilante justice”.
Head Detective: Thomas Flagg
Detective Flagg is a man’s man, a conservative’s conservative; without a doubt he is one of the most successful and ruthless detective in ACPD History. Though he’s commonly considered cold and unfeeling, the truth of the matter is Thomas Flagg is so dedicated to keeping people safe that he cannot bring himself to turn the job off. His responses to the heroes is entirely based on their willingness to work within the bounds of the law. The moment they show they’re unwilling to wear a badge Flagg writes them off as interfering vigilantes whom he is forced to work with because of orders and politics.
LT. Harold “Hal” Kelly
LT. Kelly is a lighthearted and kind soul, his attitudes have kept him from making higher than Lieutenant in the past, he can be a little easier on petty criminals than his commanding officers (especially Detective Flagg) agree with. Although he’s not always the fan favorite of hardliners like Flagg, Lt. Kelly is loved by most of the city’s citizens. Kelly will take an instant liking to the heroes and it’s mostly likely they’ll do the same. Often finding him on the scene before any other police, the heroes can count on information and the occasional back up from the Lieutenant.
